The Negative Speed Force is not merely an artificial extradimensional source of energy which Eobard Thawne "created" some time in the future. Like the Speed Force, the Negative Speed Force is, in fact, a sentient cosmic force that exerts its will upon the universe, in the service of maintaining cosmic balance.
Not only did the Negative Speed Force empower Thawne and allow him to become the Reverse Flash, but it also allowed him to believe that he possessed the intellect to create an artificial extradimensional source of energy with which he could become the Reverse Flash. This was done to fuel Thawne’s ego and other negative emotions so that he could naturally grow into his negative speed force powers.
In the Season 8 finale when Barry used the positive Forces to reverse the destructive blast from Thawne, Thawne’s essence merges with the Negative Speed Force.
In the series finale when Eddie Thawne rejects the Negative Speed Force and destroys the Cobalt-97 crystal, the Negative Speed Force realizes that the Thawnes are unworthy of being its avatar, so it sets out into the infinite multiverse for a worthy successor.
A new Earth-2 - among other Earths - was created post-Crisis, after the Paragons and Spectre Oliver restored the multiverse.
In New Earth-2, Hunter Zolomon was never arrested for his crimes. He had been on the run from the authorities at the time of the particle accelerator explosion, but instead of receiving a dose of electricity from mandated electroshock therapy like his pre-Crisis counterpart had, Zolomon was instead struck by pure Negative Speed Force lightning just as he was hit by a wave of dark matter from the particle accelerator explosion.
The pure Negative Speed Force lightning not only imbued Zolomon with the powers of a speedster, but it also imparted the knowledge, memories, and experience of every speedster touched by the Negative Speed Force up to that point, granting Zolomon near-clairvoyant foresight.
The Negative Speed Force also manifests its sentience through Zolomon’s thoughts, manipulating him into believing that his actions and decisions are his own, when truth of the matter is, he is merely a vessel without true free will.
Zolomon, now known as Zoom (a name dubbed by the media), takes up the Negative Speed Force’s new mission to rid the multiverse of speedsters, one universe at a time, upsetting the cosmic balance and accelerating entropy throughout all realities in its bid to end all existence.

Superhuman Speed: Those with access to the Speed Force can use a large number of abilities, usually revolving around speed. The Negative Speed Force grants the users all of the abilities that the positive Speed Force does, such as the power to move at vast superhuman speeds, as well as superhuman physical characteristics, regenerative healing, enhanced mental capabilities and perception, lightning generation, molecular control, and the power to traverse throughout both time and dimensions.
Peak Human Condition: The ability for some characters to have trained their bodily functions to the maximum limit of human condition. These characters' strength, speed, stamina, senses, agility, reflexes, longevity, durability, and healing time are greatly heightened, but not to any superhuman degree. Characters who have been enhanced in any way should not be placed in this category.
Healing: Sometimes confused with "Accelerated Healing", Healing is a term used to describe the ability of some characters to heal the wounds or diseases of others or themselves. It differs from powers such as Regeneration by its external use. Other uses of Healing include instantaneous recovery and the revival of the just deceased.
Enhanced Intellect: Sometimes called "Superhuman Intellect", Enhanced Intellect is a term used to describe the ability of some characters to obtain an intellect higher than they would naturally have. It differs from Omniscience because there is an understandable difference between heightened intellect and understanding all knowledge. It also differs from Genius Level Intellect in that one cannot naturally obtain knowledge that is not learned first hand.
Enhanced Intellect represents people whose intelligence is greater than that of normal human capability. Often, this intelligence is developed through external factors such as scientific experimentation or accident. In some cases characters find that their enhanced intelligence is genetic such as with certain alien races.Dimensional Travel: Sometimes confused with "teleportation" or "portals", Dimensional Travel is the ability to bodily pass from one reality into another through an act of will. Certain characters with this power are able to open portals or teleport with direct control of their destination and others may be limited to specific destinations.
Energy Projection: Sometimes called "Energy Manipulation", Energy Projection is the ability to generate and project varying waves of energy from a metahuman's body. Such energy can take the form of concentrated blasts, concussive explosions, waves of force or self-perpetuating beams. These beams can come from anywhere and be used or directed in a large numbers of ways depending on the character whether it's defensive or offensive.
Energy Negation: Some abilities the Negative Speed Force grants that the positive Speed Force does not are: the ability to negate Speed Force users' powers, the power to absorb memories from others, and the power to alter one's age at will, as well as tearing out Negative Speed Force from others without killing them. Also, Negative Speed Force users have the ability to accurately time travel without devices such as the Cosmic Treadmill very easily, not having to run at the Speed of Light, a perk from the Negative Speed Force, along with entering the Speed Force at a similar speed.
Energy Absorption: Sometimes called "Energy Manipulation", Energy Absorption is the ability to absorb varying waves of energy into their body for a variety of purposes. In many cases, this energy can also be expelled for offensive attack or visual effect. Certain characters can only absorb ambient energy and re-purpose it for nourishment whereas others can direct absorb enough energy to re-channel it into controlled blasts.
Chronokinesis: Sometimes called "time manipulation" or "stasis control", Chronokinesis is the ability to manipulate the time stream. This power includes the ability to perceive events outside the confines of the normal Space/Time continuum, the ability to travel forward or backwards through the time stream, or the ability to manipulate the time stream from a remote location. When applied as stasis, such as the case with Kid Quantum, characters with this ability can control time within a person, place, thing or a specific sphere of influence creating a sort of "time bubble".
Electrokinesis: Negative Speed Force conduits generate large amounts of electrical energy that they draw from the Negative Speed Force. The color of the lightning varies from red, black, and purple. Unlike positive Speed Force lightning, Negative Speed Force lightning does not act like normal electricity -- It is far more destructive and can cause objects to explode on contact.
Speed Force Aura: The protective aura manifested by the Negative Speed Force also is far more destructive than the normal Speed Force's aura. It can cause objects such as bullets to incinerate before they can hit the speedster. The aura also builds up every time the speedster is dealt damage and will eventually release an explosion.
Possession: Sometimes confused with "Mind Control", Possession is a term used to describe the ability of some characters to take physical and mental control over another living being. Commonly, this power is employed by supernatural entities such as ghosts or demons. Unlike Mind Control, a person with this power displaces their own consciousness into a target body. The affected individual's actual consciousness is subsumed in favor of the more dominant mind or spirit.
